Consumer advice


Unscrupulous criminals are exploiting fears about COVID-19 to prey on members of the public, particularly older and vulnerable people who are isolated from family and friends. National Trading Standards is warning people to remain vigilant following a rise in coronavirus-related scams that seek to benefit from the public’s concern and uncertainty over COVID-19. Citizens Advice Consumer Helpline

Telephone consumer advice and information in Brighton & Hove is provided by the Citizens Advice consumer service. This is a telephone and online consumer advice service supported by local authorities in the South East of England and by the Department of Trade and Industry.

You can also contact the Citizens Advice Consumer Helpline on 03454 040 506 or on Freephone – 080 223 1133 if you need help and a trained adviser can give you advice over the phone.

People can now get help from Citizens Advice Scams Action by:

  • calling 03003 303 003
  • speak to an adviser on the new Scams Action section of the Citizens Advice website
  • visiting our website, which includes updated content on scams and a page for the new service
  • accessing face to face support for clients that need additional support from their nearest local Citizens Advice in England, Wales and Scotland through referrals from the phone or chat service

We’re committed to continue to work alongside you to increase scams awareness and to enable people to better recognise scams.

This year one in five people will fall victim to fraud. Please watch our signs of a scam video.

If you receive a fraudulent phone call:

  • don't give out any personal or bank details
  • call your service provider's nuisance call bureau to see if the call can be traced
  • pass on details to Trading Standards through the Citizens Advice Consumer Service on 03454 040 506 or Freephone – 080 223 1133. You can also contact the Ofcom Advisory Team on 03001 233 333

If someone calls at your home trying to sell you something or asks for personal information:

  • the advice from Trading Standards is to say ‘no thanks’ and shut the door
  • don't give out any personal or bank details
  • if someone claims to be from the council or from another authority always check their ID. If in any doubt about whether the ID is genuine, shut the door and call the Citizens Advice consumer service on 03454 040 506

Business advice

We can offer practical and legal advice to businesses within Brighton & Hove. You may find what you are looking for on the Trading Standards Business Companion website.

Make an online enquiry or call our business line for assistance on 01273 292 523 from Monday to Friday between 9:30am to 4:30pm. The line may occasionally be staffed by an answerphone but messages will be responded to promptly.

It is now a legal requirement for all businesses who trade online to now have a link to the Online Dispute Resolution platform.

From 13 January 2018, businesses are no longer permitted to impose surcharges on consumers for paying by debit card, credit card or electronic payment services, which are governed by the Consumer Rights (Payment Surcharges) Regulations 2012. For further information please visit the Business Companion website.

Support With Confidence

Support with Confidence is a new council initiative, a partnership between Adult Social Care and Trading Standards. The scheme will provide a database of approved Personal Assistants (PAs) which you can use.

Puppy buying advice

On April 6th 2020 Lucy's Law will come into effect.

Lucy’s Law

Lucy’s Law is the short-hand for the amendment to The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 brought about by The Animal Welfare (Licensing of Activities Involving Animals) (England) (Amendment) Regulations 2019 , which makes unlawful the sales of puppies (dogs under six months) and kittens (cats under six months) by third party sellers/ anyone other than the breeder. Sensible on Strength

The initiative encourages local shop owners to voluntarily agree not to sell beer, lager or cider above 6% alcohol by volume.

Applying for a fireworks licence

It's the responsibility of Brighton & Hove Trading Standards to licence any shop in the city intending to store and sell fireworks to the public. If you wish to apply for a fireworks licence see our guidance and application form.
